Yesterday at a street corner, waiting for the light. People already there tried the button again.
Then other people headed to cross to the left. I looked at the button, and then above the button : a yellow sticker said that the crosswalk didn't work during some hours during the day. I pointed it out to the other people waiting, and then crossed the 3 other lights to get across to my original destination, a food court type restaurant for a 5$ meal.
As I sat down, I looked across at a new group now stopped at the non pedestrian light. I let them figure it out, took them much longer, some didn't care, struck deep in conversation, a man kept on being frustrated, pushing on the button and never bothered reading at eye level. The sign was too obvious. They wore badges around their necks so they were clearly in town for a convention and were from elsewhere (as if the pale skin didn't give it away :P )
The frustrated man finally gave up and finally took the long way around.
I don't think he ever saw the sign.
Mind you, Singapore has some intersections where you can only cross on three sides at all times.

Observations
Not many people wear sunglasses
They will use umbrellas as parasols but seldom wear hats
On the highway, there's a sign with an umbrella on it. It's to let motorcyclist know that they can seek refuge from the rain under the next bridge, or go there to put on their rain gear.
I now also know that Singapore is an island and that the allies surrendered to the Japanese on February 15th 1942. I visited the Battle Box bunker where they took the decision. A bit less spacious and the cabinet war rooms in London.
